Derivative-related actions available from Children/Members page should also be available on Media page of an individual object

If a thumbnail failed to generate automatically when I ingested a pdf, I can use the Action "Digital Document - Generate a thumbnail from an original file" to create that thumbnail for a given item or selected items from the Children/Members page within a collection. However, if I identify just one item without a thumbnail in a large collection, it is hard to find that item in the Children/Members page(s) to generate that derivative. From a user perspective, since the generated thumbnail (or other derivative) will be found on the object's Media page, and since I can directly upload a thumbnail image file and other derivatives to that Media page, I should be able to generate the thumbnail derivative (and other derivatives) from the Media page for the individual object.

A good solution to this might be to create an "Actions" block, that could appear on a node or any media of that node, that could just have buttons that an administrator could quickly hit to do any of the repository item actions.
