Integrate Matrix (long term idea)

I saw in element-hq/element-web#194 that Discord integration was a possibility and it made me think that long term, integrating Matrix might be a good idea. It could handle chatting, and a friend/contact list is being discussed here, so Matrix could handle that too. @JosefNemec mentioned in element-hq/element-web#1139 that they weren't interested in building their own chat with friends feature for Playnite, so Matrix could fill that roll quite well.

Matrix isn't quite ready to make all this work yet, so that's why I said it should be a long term goal.
