[お知らせ] Qithub-BOT から KEINOS にリポジトリを移動します

#24 でドキュメントの国際化（Localization）対応を検討しており、それに伴い多言語のサポート観点から Qithub-BOT から @KEINOS の個人リポジトリに移動します。

来週（2022/11/18）に引っ越しを予定しているので、異議のある方は返信ください。

Note: 移管が完了し、リポジトリ名を QiiTrans から go-7diipL に変更しました。

本リポジトリは、アプリではなく、Go のライブラリに徹し、今後は英語をベースとします。ちなみに、アプリとしての実装（qiitrans）は別リポジトリで行います。

Note: We announce that this repository has been migrated to @KEINOS account and renamed from QiiTrans to go-7diipL.

This repository will be dedicated to Go libraries, not apps, and will be English based from now on. By the way, the implementation as an app (qiitrans) will be done in a separate repository.
