LIST VOLUMES IN <list> makes an empty list. #308

I just confirmed this on develop. I am going to setup some logging and see if any of the other lists do this too.

There are two reasons this issue exists.

Volume is not a structure so even if we gave them a "list" of the volumes there wouldnt be anything to do with it
BuildList doesnt have a switch case for volumes and we silently fail when they ask for a list that is not defined. Im going to start throwing exceptions.
