RADIUSS updates b/c of new repo

Decide what to do with:

• https://software.llnl.gov/about/policies/ - created Policies & Guidelines content radiuss#37 w/ reference to Add dynamic navigation to RADIUSS Policies #245
• https://software.llnl.gov/explore/#/RADIUSS - removed the code
  • No radiuss link in main site nav because of the above "explore" URL
• radiuss.llnl.gov currently points to the above "explore" URL (Update the URL alias radiuss#36) - pending Comp web team (also fixing the cert)

Update instructions:

• https://github.com/LLNL/llnl.github.io/blob/main/README.md (fix radiuss link; mention new repo)

Determine if any updates are needed:

• https://github.com/LLNL/llnl.github.io/blob/main/js/Category.service.js (looks for radiuss tags on repos) - commented out
• https://github.com/LLNL/llnl.github.io/blob/main/pages/explore/category_info.json (adds radiuss info to "explore" page) - removed the code
• https://github.com/LLNL/llnl.github.io/blob/main/assets/images/radiuss.svg (appears on "explore" page) - left it alone
