The issue seems to be present because the ModAPI installer seems to get confused about something with the ModInfo.xml file and choosing that particular option which is effectively just null. The issue is not present within Spore Mod Manager.

Translated: Target file C:\ProgramData\Spore ModAPI Launcher Kit\mLibs is a directory and not a file.
