Slight duplicate with #11
Should be standard for all dashboards

  1. Data manger enters data.
  2. Data entered is backup to a server
  3. Data is pushed to non data manager dashboard OR
  4. Only data manager has offline version and (password protected) online version created for viewer (easier for dissemination)
