[FEAT]: Configuring Embedder in workspace

What would you like to see?
I would like to be able to configure embedder within workspaces.

Let me explain more.
When no document is in a new created workspace, I could select another suitable embedder which differ from Settings.
This concept is similar to Workspace LLM Provider.
Since workspaces can handle different types of documents, having the flexibility to select appropriate embedder would be beneficial.
