Feature request

Is your feature request related to a problem? Please describe.
At present annotations are used to several checks: presence of required files or fields for example. However, it is best practice to include some files/fields and the absence of such files/fields (feed_info.txt or agency.agency_lang) is not flagged.

Proposed solution
Implement new annotation @Recommended.
