[Feature]: Add config path to Runtime

What would you like to see added?

A variable representing the config dir where various shrs related files are stored. This would be helpful for plugins and other functionality that requires storing of information in files.

Maybe there should be a default value, allow it to be changed with builder pattern when building shell.
