Problems with Resources Table

At the moment we have columns 'default' and 'maximum'. The following problems occurred:

• not each instance has a defined 'default' -> make field optional? -> introduce 'minimum' column?
• there is a difference between guaranteed maximum and maximum (limit) -> introduce new 'burst' column?

What is the goal of this table? It should be possible for a user to find out whether a given instance fulfills his/her needs. And since 'maximum' can require additional justification it might also be interesting what a 'normal' user can get easily ('default' column).
