+(*)Set the default of GUST_CONST to 0 Pa

  Changed the default value of GUST_CONST to 0 from 0.02 Pa.  This could change
answers in some test cases where GUST_CONST is not set explicitly, and there
are changes to the MOM_parameter_doc files.
