Support for Android 8 (API-26) and Android Build Tools 26.0.0

Currently, the CLI requires build tools versions within 23-25.
Recently Android has released build tools 26 and for each clean installation of Android Studio the recommended versions are SDK Android 8 (API-26) and Android Build Tools 26.0.0
