Now that .NET 10 development is in process, the VMR is currently using a .NET 10 SDK. This will require that the nuget.client repo be updated to use the net10.0 TFM, specifically when being built for source build.

For reference, this is the same type of work that was done for .NET 9: NuGet/NuGet.Client#5511.

Issue is missing Type label, remember to add a Type label
