[Feature]: Add support for the net7.0 TFMs on the Frameworks tab #9313

Related Problem

.NET 7 GA's in November (this month). Let's get net7.0, net7.0-windows etc showing on the Frameworks tab, as computed frameworks.

The asset framework (meaning a net7.0 asset is in the package) shows up fine:

But the computed frameworks do not.

The Elevator Pitch

Add net7.0 and the corresponding OS-specific frameworks to the Frameworks tab.

According to @JonDouglas and in the docs, the set of OS-specific frameworks is the same as net6.0.
