Describe the bug

After an admin logs out, the now non-admin user can work with these maps.

To Reproduce

Steps to reproduce the behavior:

  1. login as admin
  2. go to maps admin page and set map to display disabled
  3. graph something on this map (not really needed)
  4. log out and the map can still be used
  5. refresh the page and the map is not visible

Expected behavior

Only appropriately visible maps should be shown.

Additional context

The suspicion is that logout is not properly invalidating the map state.
