增加多卡评估

任务描述

任务背景

  • 目前PaddleDetection仅支持单卡评估，希望支持多卡评估

完成步骤

  1. 修改eval机制，增加多卡评估开关
  2. 参考PR提交规范提交代码PR到ppdet中。

提交内容：

  1. 代码提交到PaddleDetection。
