Enhancement: Don't allow negative and very large numbers for animation speed

Popup animation shouldn't allow negative numbers (e.g., -2500 ms) or very large numbers (e.g., 750000ms). Right now, I can set negative and very long speeds using the number input field.

Also, the slider should be locked down to a minimum (e.g., 0 ms) and max.
