Parachutes do not create enough drag once fully deployed - but too much when partially deployed #1036

Describe the bug
Parachutes act strangely compared to stock by slowing down too much when partially deployed, but not enough when fully deployed, creating landing issues

Note that restock parachutes have slowed this craft down much more significantly before full deployment

Correction - first picture is fully deployed with restock, second is partially with restock, thirdly is stock when fully deployed
