Add "Learn More" link at the bottom

Under the form, there should be a "Learn More" link which transitions the screen to an informational page for first time users.

Should the "Learn More" link go to copilot.help? Or should we have animation on the form page?

In theory, the copy from copilot.help would be copied over to this come production time. That would mean an animation to an informational screen.

Maybe @srustagi can make a PR to concierge as well with the same code he used for the Github pages site?

We might want to make a few UI tweaks before doing that, but sounds good.
