Qiskit is deprecating V1 backend, along with all the classes it uses. IBMBackend still uses backend configuration, properties, defaults, and status. So we should move those classes to this repo.

We should make sure this gets done before Qiskit 1.2 (August 15), so we don't get the deprecation warning.
