Across all of JupyterLab, we need the focus indicator to be on and visibly styled. This does not rely solely on any focus indicators assistive tech may add on top. This is not component specific.
There is a visible focus indicator. 2.4.7
There is not! Some areas, like Launcher cards, have both hover and focus states that can be triggered. These may be used for reference. List items have hover but not focus. Most buttons and tabs have hover but not focus.

Focus appears on all content types. Test on buttons, list items, text areas, so on.
