Once 40 journals are read, the journal master in silver cave doesnt recognize this or give the expert belt. You also do not get the trainer card star

I suspect this is because of the two journals in pewter museum, but will leave that to devs

If helpful, i can share my save file where i have 3 stars for journal, champion, and final trainer but the journal npc in silver cave pokecenter doesnt respond appropriately after ensuring ive read all the journals using the git file as a guide
