As per email with @wally-mac, @tyler1218hatch please work with @philipbaileynar as necessary to bring FEMA into either Riverscapes Context project, or if the web mapping service is reliable, as a default layer in the Basemaps (preferred):

I was unable to get these services to work, but you can poke around. Post questions about what to include and how to display here. Thanks!

I couldn't get the web mapping to work with ArcMap, but the fact that I got it to work well with ArcPro leads me to believe this is some sort of versioning conflict. Here's a video with more details, let me know what I can do to move forward on this,

@philipbaileynar I am assigning this to you so that you and I decide where this belongs. When originally requested, it was sort of a Basemaps issue, which is technically RiverscapesXML curation. Anyhow, flagging for us to disucss.

Watching Tyler's video, along with my recent experience fixing base maps in ArcRAVE, I suspect that ArcGIS does not have the ability to display lots of web mapping services. This could be a black hole of effort and I would suggest we put it off until we make the leap to ArcPro.
