Update ARM template to include new services

Currently, that is:

• Speech Services
• External key for Twilio

Hold off on doing this until things are more stable

FWIW, I added but did not test CosmosDB. Still waiting on videochat-related stuff til it's stable.

The things that are currently needed:

• Create a Speech Services resource and attach the keys
• Potentially add a parameter in the template creation for dropping in your Twilio keys

Renaming this, and having it reflect the new dev work I'm doing now to get us back to having as close to one-click setup as possible.

By the time #857 is merged, it will hopefully make the ARM template up-to-date. I believe the only missing services are PubSub and soon to be ACS (email).
