The peak pace for a shorter (custom) distance is lower than longer distance. See https://www.strava.com/activities/10747526266/analysis for an example. 20.0km is 33.1km/h and 13.1mi (21.0km) is 33.4 km/h.

Jumped to conclusions, the 1km cut off from the 20k section was way above the average. Unlucky for me, but no bug.
