shutter-encoder@18.1: extract failed

Prerequisites

Expected/Current Behaviour

While installing shutter encoder, the install fails due to failing to extract folder.

Steps to Reproduce

PS > scoop install shutter-encoder

Removing older version (18.1).
'shutter-encoder' was uninstalled.

Seems to be related to #13221

Using Powershell 7 as a workaround fixed it. Should I close the issue given it's unrelated?
