S-75 system should launch missile at enemy aircraft after pointing the radar at them for long enough.
I think this is because the S-75 is spawned as an empty rather than Independent unit. In editor, I noticed if the radar and the S-75 system aren't on the same side, the S-75 won't launch. Can fix this manually by using Zeus, but it'd be nice if the S-75 worked out of the box. Not an arma expert tho so I could be wrong.
How to reproduce
Buy a fan song radar and S-75 from black market dealer and place them. Get in radar as operator, turn on radar and point it at enemy aircraft. It won't launch.
