Add blur and consent for Sensitive or Harmful Content

While we have space to add a notice in a project for Sensitive or Harmful Content, we should add a per-file option that can trigger a blur effect of the image. Then, the user would need to click and read the notice before viewing the image. Similar to what Google and many other sites are doing.

• The default image would be blurred
• A separate file would contain the clear image
  • Delivered only after presenting the notice and the user agrees they want to see it
• Will also apply for QC
  • Allow to skip the image or replace with another random image
