Looks like there is no way to add issues to a specific column atm: actions/add-to-project#71

There is a workaround which I might get around to trying, but it's low priority since it's high effort. The workaround is adding the issue/PR to the project first, and then moving it to the desired column afterwards via the graphql API, though that might be limited to organizations only. More info on the workaround here: actions/add-to-project#71 (comment)
