Rate Card not found

Hello I have being using a2b for some time now , but when I am installing new instance and (tried multiple versions) the issue is when I create a user , new plan, assign tariff and allocate rates , and assign it to the customer I am alwayz getting rate card error, no rate Card found, kindly advice
