Customize the UI for anonymous users #3348

Anonymous users can't do specific actions and will see an empty dashboard since they can't be part of groups, projects, or other entities.

Until we have a proper design, we should at least adjust the following:

Navbar: do not show the plus button to create projects/groups, and change the name Dashboard to Home (or remove the link entirely)
Dashboard: change the content so that instead of empty boxes, we show a message like “You are not currently logged in - click here to log in or search through the public resources” (see https://swiss-data-science.slack.com/archives/C03E66DHUG3/p1728572518286089 )
