I've been reading World War Z, and I thought a lot of the logistics of keeping the United States afloat were really interesting- pockets of resistance being supported via military cargo planes to draw attention away from larger safe zones, which ranged from materials that can't be locally produced (agricultural starters, dried foods, baby formula, construction materials) to specialists on a one-way trip like Special Forces advisors, engineers, and doctors. Though it is a dangerous job with heavy aircraft and aircrew losses, this program allowed communities deep in infested territory to hold on long enough for the militaries of the world to develop better strategies and eventually liberate these areas.
To me it seems like the functionality of this mod would allow for some of this to be explored- I haven't played this far after the outbreak myself, but I think it would manifest in the form of rare but never fully stopping drops by cargo planes (see here #280), but they carry things that are produced for survivors by a weak but surviving government. Jarred foods, metalworking materials, maybe even tools and melee weapons- from a meta standpoint, it optionally rewards late game players or players with lower loot settings (probably in later builds) by providing materials to try out different crafting and farming, but functions more or less like the FEMA drops already do.
Maybe there's a chance for a Cessna to flyby dropping pamphlets letting people know there is still hope and to survive and fight.
(It would also make a nice player start submod once there is enough to do in Build 42 and 43, starting as a parachuted specialist or perhaps a surviving airman from a crash. They might have a few basic supplies, some basic weapon, and could tear up their parachute to make fabric for early-game crafting.)
