EFK for non-gcp zones

Perhaps we should run Open Distro for Elasticsearch on Kubernetes. It was just released. See blog post on installing it to Kubernetes. Perhaps implement #75 first to get a non-gcp Kubernetes cluster up and running.

• If there is no ready-to-use helm chart anywhere, add custom EFK helm chart to taito-charts.
• Add EFK helm chart reference to non-gcp infrastructure templates by modifying helm.tf files. Output of all containers running on Kubernetes should be logged to elastic search.
• Either configure EFK so that it understands stackdriver json format, or add EFK support here: https://github.com/TaitoUnited/full-stack-template/blob/dev/server/src/common/log.ts
• Add taito open logs:ENV support here: https://github.com/TaitoUnited/full-stack-template/blob/dev/taito-provider-config.sh
