Since the merger of #13, plugin packages cannot be installed on Debian-like distros because of usage of Yumrepo resource.
In RedHat-family distros, packages can be installed after configuring Yumrepo[mackerel], while in Debian-family distros, apt-get update must be executed before package installation.

This patch is just a quick fix for the problem, but I suppose it would be good to refactor the manifest by splitting the install class into repository configuration phase and package installation phase.

In RedHat-family distros, packages can be installed after Yumrepo[mackerel],
while in Debian-family distros, `apt-get update` must be executed before
package installation.
