Towns cannot merge if towns can claim infinite plots #5758

What steps will reproduce the problem?

  1. Enable infinite town claims by setting town_block_ratio: '-1' in the config.yml file
  2. Create two towns and claim and arbitrary amount of blocks in each.
  3. Try to merge both towns.
  4. Receive an error caused be these lines of code here

What is the expected output?

The towns should merge normally since there's an unlimited amount of claims

Server version
