see #119 for a discussion, but the short of it is:
the version of the TFLite runtime in the RPi needs to be compatible with the version of TF that makes and converts the model.
in this way the images we were planning to provide might be tied to a specific model version, and updating the model will not be easy.. i.e., future operators should upgrade by replacing their entire image (i.e., overwriting the SD card)
