Support mode=new for inserting templates

I'm trying to create a URI for creating a new file, adding an incremental counter if the file exists, and then inserting a template there.
It works with append/prepend/overwrite modes, but not with the new mode, for some reason.
What I'm trying is this:
obsidian://advanced-uri?vault=my&filepath=NotDaily&mode=new&commandid=obsidian-hotkeys-for-templates:notdailytemplate.md
