Should black level compensation be implied in "linear spaces", such that (0,0,0) always represents absolute black in linear color values?

Does rec2020 mean narrow-range or full-range when the "8-8-8-8" format is used? In other words, does reference black correspond to code value 0 or code value 16? Both are used in practice.
