Describe the bug
This could be a continued discussion to issue #20078... With this update, things are betting worse not better!

To reproduce
Steps to reproduce the behavior:

  1. Create a 3 columns, Columns block.
  2. Add a paragraph to the first column, and image in the second, and leave the third empty for now.
  3. Duplicate the paragraph from the first column, and TRY TO MOVE IT to the third column... As issue Gutenberg 7.4 bug. When the toolbar is set on top the icon to click and drag the selected block goes missing. #20078 indicates, having the Toolbar on top, is totally useless, but even with the toolbar inline, this task is impossible now either.

Expected behavior
Able to click and drag a block from any location of a page to another.

Desktop (please complete the following information):

  • OS: Windows 7 Pro
  • Browser Chrome latest.
  • Fresh WP 5.3.2 installation, Gutenberg 7.7 plugin, Xampp with php 7.x, default 20/20 theme.
