Describe the bug
Since the pop-out admin-sidebar was added, I cannot scroll down to see all of the items in the admin sidebar.

To reproduce
Steps to reproduce the behavior:

  1. Go to Dashboard > Posts > Add New
  2. Shrink the height of your browser window so a few of the sidebar items are cut off ("Settings", "Plugins", "Appearance".
  3. Click on the WordPress icon at the top left to pop-out the admin sidebar.
  4. Attempt to click on "Settings" by scrolling down to it.
  5. Note that you cannot scroll it into view.

Expected behavior
I can scroll the admin sidebar into view, and click on any item within it at any time.

Editor version (please complete the following information):

  • WordPress version: Version 5.4
  • Does the website has Gutenberg plugin installed, or is it using the block editor that comes by default? gutenberg plugin is installed
  • If the Gutenberg plugin is installed, which version is it?
    Gutenberg Version 7.9.1

Desktop (please complete the following information):

  • OS: Mac OSX
  • Browser: Chrome
  • Version: 80.0.3987.163 (Official Build) (64-bit)

Thanks for reporting this @johnstonphilip. I just tested using the latest version and seem to be able to scroll. I wanted, however, to check if I was doing the same thing so here is a gif to check that.

I am not able to reproduce this in Chrome, mac os, WP 6.0.1, with and without Gutenberg 13.7.0-rc.1.
( Of course I did need to toggle off the default full screen mode first)
