Searching in the Site Editor Quick Inserter produces unpredictable results. Please observe the video below for an example:

If you search for a block by name, sometimes that block will be returned as an option, other times not. There doesn't seem to be any consistency with regards to when only patterns are returned, only blocks are returned, or both patterns and blocks are returned.

The logic right now is to prioritize patterns first and if there are more than two patterns in search results, don't show any blocks. So it is a deliberate decision there, though it can be altered if deemed necessary.

It would be good to get more feedback from @WordPress/gutenberg-design but I find the current experience to be very frustrating sometimes. For example in Twenty Twenty-Three, adding a paragraph to a template via the quick inserter is seemingly impossible:

Prioritising patterns seems okay conceptually, but I don't know that we should actively hide blocks 🤔

I totally agree James!
Over and over again I have noticed that blocks are just not seen in the Quick Inserter in Templates. Even writing out the block name does not even show the block. It would be very helpful to correct this behavior.
