List Block: Indentation removed when first item is deleted #45494

Description

When the first item is removed from a list, the indentation is unexpectedly removed from the list block:

I would expect the list's indentation to remain.

Step-by-step reproduction instructions

Create a new List Block.
Add three items: First list item, Second list item, Third list item.
Remove the first list item.
Observe indentation removed from the entire block.

This has been the behaviour since the start of Gutenberg, which I don't like either and want to change with #45075. Closing as a duplicate of #34100.
