Consolidate user-generate patterns in the Inserter

In the Library there is a "My patterns" section, containing user generated patterns, both synced and unsynced:

However, in the Inserter, synced user-generated patterns are separate from unsynced:

Inserter: Unsynced patterns	Inserter: Synced patterns

It would be good to consolidate user-generated patterns in the Inserter, the same way they handled in the Library. In other words: Remove the "Synced patterns" tab and move its contents to the "My patterns" category in the "Patterns" tab.

This is closely related to #41399, and we can reuse the design we come up with there to handle the distinction between synced statuses.
