The controls to move a block up and down are currently this color:

$light-gray-600: #d7dade;

This has a contrast ratio of 1.4 against white:

2017-05-01t11 55 12-0500

The minimum contrast ratio according to WCAG 2.0 is 4.5:

Just as a note (also for #573) disabled controls don't need to meet the requirement so the disabled block mover button can have a contrast ratio lower than 4.5:1.

This appears to have been resolved by #981.
