scrapeLibrary in library.xml is not honored

What steps will reproduce the problem?

1. set <scrapeLibrary>false</scrapeLibrary> in Library.xml
2. run YAMJ
   3.

What is the expected output? What do you see instead?
I would expect for the library where this tag is used, that no scraping would happen. But appears this is ignored and full scraping still happens

What version of YAMJ are you using? On what operating system?

What device are you using YAMJ on? Networked Media Tank, PlayonHD, Other?
