Provide a 1.20-rc3 branch

Hello there, and thanks again for maintaining this.

I have been running the testing branch for as long as it included 1.19.0, which has been more or less smooth (I think I more or less solved my db load by performing another ANALYZE & reindex).

Unfortunately, I recently hit an issue (matrix-org/synapse#8318) which should supposedly be fixed in 1.20.

As this is the third RC, would you mind providing it in a branch so that I can easily test it? I can thus provide some early feedback regarding 1.20.

If you prefer, I can prepare it myself, based on 449e6fa

BTW, have you seen matrix-org/synapse#8230 which should line up for 1.21.0? That would be great for private servers that experience intermitent outages!

Hmm, actually no need for that, I'll try to do it myself and reopen if I don't succeed.

I might reopen after the final version is released.

I ended up solving my issue with matrix-org/synapse#8338 (increasing timeout might be something to consider for yunohost is upstream doesn't solve this).
