First of all you need to setup your Windows environment. As for description on how to do this see this issue. Then you need to run your VisualStudion as "elevated user". In order to do this you need to run VS using "Run As Administrator" command:
run_as

So, you need to find a shortcut to VisualStudio (for example, you can push "Windows" button and then just type "visualstudio"), then hover mouse over the shortcut, then push right button on mouse and select "Run As Administrator" command.
