The step right before this is very close to a minecart system which can also go directly to the Wintertodt camp.

Talk to Martin Holt again in the Settlement Ruins south west of the Wintertodt camp.
Be prepared to fight a level 132 assassin who uses a dragon dagger and dragon darts
