The help text in the help_editor module says "To add new help content for an instrument, navigate to the instrument's page from any candidate and any session. Click on the ? icon in the navigation bar at the top of the page. In the help pop-up box, click the Edit button. This will take you to the Edit Help Content page where you can save help content for that instrument." (https://github.com/aces/Loris/blob/main/modules/help_editor/help/help_editor.md?plain=1#L9)

However, there does not appear to be any "Edit" button when following these instructions. This was found in HBCD upgrade testing to v26 but also seems to be the case on demo.loris.ca. As a result, there doesn't appear to be any way to add help text to an instrument.
